'Fit for the future Project' Tenders & Requests for Quotations

The Portishead Community Trust is being awarded ~£ 1.3 million under the Community Ownership fund to refurbish the lido facilities and the pool. The refurbishment should firstly enable the PPCT to continue to:

  • secure current and future use of the asset:

  • retain & improve engagement & local support
    as well as retain & enhance community benefits

  •  improve environmental sustainability

And more importantly enable us to expand and improve our offering to staff, volunteers and the community to provide

  • Access for community members with mobility needs

  • Offer a wide range of additional services including social prescribing

  • Strengthen our involvement with local charities & provide discounted
    or free event and meeting spaces

  • Increase overall accessibility to a wider community

  • Increase the environmental sustainability and commercial viability of the facility

The grant money must be spent by 19 December 2025. This means the development and refurbishment phases now need to move quickly and we therefore need to engage with professional partners to deploy the money in the most meaningful and efficient way. We are going to publish a number of tenders and specifications over the next couple of weeks to procure the respective skills and services for our project.


Tender 20th February: Project & Cost manager

In the first instance we are tendering for project and cost manager as outlined in our ITT timetable below.

Our COF project volunteer team includes Trustees from the PPCT Board and consists of experienced professionals and includes representatives with project management, construction, sustainable development and mechanical engineering knowledge.

We are looking for a suitable project and cost manager to work alongside us on the project through to completion and support us with the following services, including, but not limited to:

  1. Attend client, project, procurement, design, construction and other meetings as provided under this Appointment or as required in the delivery of the project.

  2. Managing contractors to deliver the project on time and budget in line with the agreed delivery requirements.

  3. Set up a structure and procedure for procurement, design and construction meetings including frequency, function, required attendees, chairperson and responsibility for recording of meetings and circulating reports, and other information.

  4. Convene and chair all principal Project meetings.

  5. Prepare project budgets and cost evaluation reports,

  6. Liaise with the Professional Team and the Contractor to prepare regular/monthly quality, progress and cost reports. Advise the Client of any decisions required and obtain necessary authorisation to progress and support the team in preparing documents for the grant fund.

  7. Set up and implement change control procedures, addressing Project, design and construction change.

  8. Adopt, review and maintain the Project risk register including reviewing at regular intervals and reporting to the Client.

  9. Liaise with the Professional Team and set up a structure and procedure for quality management. Establish review, approval, variation and reporting procedures. Prepare recommendations for the Client’s approval.

  10. Comply with the Construction (Design and Management) Regulations 2015 (CDM 2015) insofar as they relate to this Appointment.

Tender 28th February: Services to decommission an oil boiler and tank

We are looking for a suitably qualified contractor to remove our old oil boiler, tanks and flue etc. to enable us to put the space for good use for the pool and the community. The tender timetable is available below.

Tender submission deadline extended to 5pm Thursday 3rd April 2025.

In summary from the contracted works include:

  • Secure current and future use of the asset

  • Remove the oil boiler flue, which is close to becoming structurally unsound

  • Decommission the oil boilers and remove the asbestos in the boiler house

  • Make site available for other use
